Event Rules and Judging Details


RULES

 

RIDERS

1.   All internationals will need a "Holiday Visiting Visa" - price to be included within the air ticket.

2.   All riders to arrive into Qingdao Airport or Weifang Airport on "20th August 2009"

3.   All riders to depart from Qingdao Airport or Weifang Airport on "24th August 2009"

Information on Qingdao Airport Airport Code for Qingdao is TAO

4.   Flights are to be booked from closest International Airport RETURN only. Once riders book flights (but not confirmed), confirm price with Tim Stockman (Event Director) email: tim@kitesports.co.nz along with flight information. This then needs to be cleared by organiser in China, Liu Zhiping wfkite2006@gmail.com

5.   If riders wanted to stay longer in China, outside of the event dates, this is at the riders own expense. Forward your plans when you send your flight information.

6.   Riders to provide Invoice of ticket + visa at event site Friday 21st August if you organised to pay for your ticket with the organisers. NOTE: Organisers would prefer to book your ticket for you once given all your information.

7.   Items that won't be covered by organisers: Airport excess baggage, Unreasonable Airfares, Hotel Mini Bar, Hotel Washing, Any room service ordered

 

REGISTRATION

1.   Registration will be at the event site 10am on Friday 21st of August.

2.   If a rider is unable to complete registration or sign in for the event by the published time the rider must contact the organiser and advise of their delay and gain consent to have their registration period extended. Note that failing to do the above will prevent a rider from participating in the event.

3.   Riders Meeting. On each competition day there will be a mandatory meeting for all competitors at 10:00am each day, at the event site near the judge's platform.

4.   Heat Participation. No heats will be rerun or extended for competitors not on time.

 

SAFETY AND RIGHT OF WAY.

 5.  Safety leashes must be worn in such a manner that the kite depowers fully on release of the bar. Failure for it to do so will lead to competitor disqualification. Suicide leashes are not permitted, as they do not depower fully, and have caused serious injury in the past.

 6.  Leeward riders have right of way, therefore Windward riders should not jump when a leeward rider is close to them. When crossing paths a windward rider should keep his kite up high while a leeward rider should keep his kite down.  When Riders are on opposite tacks and equally upwind the Starboard Rider has right of way over the Port Rider. Starboard Rider should cross-upwind keeping the kite high while the Port Rider should cross-downwind keeping the kite low.

 7.  Riders doing transition jumps should watch for riders behind them before attempting a transition jump. In case of tangle or collision with another rider while doing a transition jump, the jumping rider will be disqualified from the heat at the discretion of the Head Judge.

 8.  During a tangle or collision, where the affected rider is not competing against the rider at fault, and the action penalizes the rider's performance limiting his chances of wining the heat, the affected rider's heat will be rerun.

 9.  Riders must not change course to obstruct another rider (blocking).

 10. Riders should stay clear of the competition area when not competing. There will be a clearly designated Freeride area.

 11.            Entrants shall not land jumps on the outside the competition area, and shall stay clear of any natural obstructions near the competition area.  This includes landing and launching the kites in an unsafe manner - i.e. in the car-park.

 12. During the transition period, a competitor entering the competition area to compete has right of way over a competitor returning to shore.

 

ASSISTANCE

13.  Riders that end up downwind of the competition area during their heat will be allowed to make their way back to the competition area by walking upwind on the foreshore, either by themselves, or with assistance, without being penalized, so long as it is done safely.

14.  While competing, a rider may get assistance to re-launch their kite, only when it is out of the competition area. (e.g. when the kite drifts to the shore).

15.  Riders who, during their heat, get assistance inside the competition area from the rescue boat or any other craft, will be disqualified from that heat.

16.  Riders can replace their kite at any time during a heat, from outside of the competition area. The rider has to get out of the competition area by their own means.

 

NOTICE BOARD

17.  Any changes in the contest instructions will be posted in the official notice board. All riders have the responsibility of checking the official notice board periodically for any changes.

18.  Each rider is responsible for checking their heat number and rash vest colour, which will be posted on the official notice board.

 

LYCRAS

19.  Riders are required to wear the official contest lycra shirt during their heats. Riders should check in with the beach marshal two heats prior to competing and will receive a color lycra shirt which will identify them to the judges. Competitors not wearing the shirt during their heats will not be scored. After the rider has completed their heat, the lycra shirt must be returned to the beach marshal as soon as possible.

 

FREESTYLE HEATS AND ELIMINATION FORMAT

20.  The Race Director, will make the decision as to the suitability of the conditions for running heats.

21.  The Freestyle rounds will be run in a single elimination format with the best 2 advancing.

22.  Rider's names shall be entered on the elimination ladder for the first elimination series according to the event seeding list, at the discretion of the Race Director.

23.  "Byes", if any, shall be positioned so that they are allocated to the most highly ranked riders.

24.  Riders shall compete in pairs, or in groups of up to 4, determined by the elimination ladder and at the discretion of the Race Director.

25.  The duration of the heats and the transition period shall be specified by the Race Director before the start of the daily competition. If needed these times will be modified at any time. All heats times will be posted on the official notice board.

26.  Flag signals and horn will be used to signal start and end of heats as set out by Race Director at riders meeting.

27.  The Race Director may postpone a heat before the starting signal for any reason.

28.  The Race Director may abandon or extend a heat after the starting signal because of insufficient wind, or for other reasons directly affecting the fairness of the competition or at any time

 

CONDUCT

29.  Entrants found littering or causing any other environmental damage within the precincts of the event site may be withdrawn from the competition.

30.  Any entrant heard to be verbally abusive of an official, opponent, spectator, member of the media or any other person will be disqualified from the event.  For the purpose of this rule, verbal abuse is defined as a statement directed at an official, opponent, spectator, member of the media or any other person that implies dishonesty, or is derogatory, insulting or otherwise abusive.

31.  Any entrant intentionally damaging event equipment will be disqualified from the event.

32.  Any entrant found to be physically abusive of an official, opponent, spectator, member of the media or any other person will be disqualified from the event. For the purpose of this rule, physical abuse is the unauthorized touching of an official, opponent, spectator, member of the media or any other person.

33.  Any entrant failing to conduct themselves at all times in a sportsmanlike manner and or give due regard to the authority of officials and the rights of opponents, spectators, members of the media or other persons, will be disqualified from the event. For the purpose of this rule, unsportsmanlike conduct is defined as any misconduct that is clearly abusive or detrimental to the sport, but does not fall within the prohibition of any specific on site offence contained in these rules.

JUDGING DETAILS

SCORING / JUDGING PROCEDURE
A rider shall be scored while being in the designated competition area. Whether a rider is in or out of the competition area, will be at the discretion of the judges.

Judges will not assign numerical values to tricks, but will have a shorthand notation for taking brief notes of the tricks performed on each tack during the heat. They will also write a short note with an explanation of their judgment. Watching the heat takes precedence over writing down the tricks.

All judging sheets for each heat shall bear the full names or identifiable abbreviations of the judges judging the heat.

The Judges decision is final and the decisions of the judges may not be appealed.

Any requests with regard to judging should go through the Race Director and no approaches to judges to be made during the competition period. 

The Head Judge has the power to re-run a heat at his discretion, only when he has witnessed the complete heat and there is a discrepancy in the judging sheets or a tabulation error.

FREESTYLE JUDGING GUIDELINES
Judging will be based on an entire heat, not on individual tricks. A rider who performs just one 'big' trick in a heat and little else will not be judged as highly as a rider who can perform tricks of a high standard throughout the heat. In a man on man format, riders are competing against each other.

Freestyle will be judged on Overall Impression, which will be based on the following.

Technical Difficulty - The technical difficulty of tricks completed during the heat.  Note that "combination tricks" will not automatically score higher than a "regular trick" (eg kiteloop-Mobe Vs Mobe). Everything is related to the quality of the execution (Power) and when considering Kiteloop / Downloop combinations, to the extra Power and Amplitude generated by the Kiteloop / Downloop compared to the "regular trick" one.

Power - The power during the execution of the tricks, considered as a combination of:
- Speed into and out of the tricks.
- Kite angle during the execution of the trick.
- Height and amplitude of the trick.

Risk factor - is directly linked to the Power (already involves speed in and out, lines direction and amplitude - height) involved in the execution of the tricks, but also to the commitment of the rider, technical and physical challenge during the execution, duration of the critical moment, amount and quality (lines direction) of the air in the trick, and energy on the execution.

Variety - Variety of tricks completed during the heat on both tacks. Repetition of tricks on the same tack will decrease the chances of winning the heat. Repetition of tricks on both tacks (switch tricks) will increase the chances of winning the heat.

Height - Height of the tricks completed during the heat. This aspect will exponentially come into consideration as the wind conditions increase, but only when the height is achieved along with risk factor and technical difficulty.

Smoothness - Smoothness and fluidity during the execution of tricks completed during the heat, between different tricks in a routine and on landings.

Style - The personal flamboyance and attitude of the rider when performing in the heat.

Pushing the limits under control will increase the chances of winning the heat. Crashes are ignored by the judges and will never penalize the rider in his overall impression, although, if a rider continually crashes it will be difficult to judge. Tricks are judged from take-off to the landing. Combinations and risk factor are taken into account when judging. In general the judges will look for quality of tricks over quantity.

OTHER JUDGING ASPECTS
Any handle pass that is finished by pulling the leash to get the bar, will be considered a crash and therefore will not be scored. The chicken loop is considered as part of the bar. Grabbing the chicken loop when passing the bar still gives credit to the trick, although, won't be considered as a clear pass. If a rider "butt checks" when landing the trick and doesn't loose the board, the judges will still give some credit to the trick. It's at the discretion of each judge to consider if it's a crash or a butt check and to consider how much credit will give to the trick.

OTHER CONTESTS
The Race Director may call a hang time, downwind or best trick competition at any time during the competition period. The format of such competitions will be decided by the Race Director & Head Judge, and work in with the organisers wishes. It is expected that all competitors participate in all competitions set.

As invited guests of the organisers, The Binhai Weifang China 1st International Kite Surfing Competition would appreciate it if you do not WHINGE if something does not come up to your expectations – rather offer assistance to rectify any issue.

The organisers hold the right to disqualify and/or withdraw any competitors if they do not comply with any of the above.

The organisers, judges, volunteers, and sponsors wish you good luck in the competition, and hope you have an enjoyable and safe event.
